In the intervening eight days, council received four emails from the manager and the attorney. The meeting that took place on Thursday, June 12, bore no resemblance to anything that council discussed.
What then? I voiced my objection thrice: after the fourth email; in questioning Chief Hephner as the meeting began; and at the June 16 city council meeting. I have not ceased in my protest, nor have I gotten any traction on this particular matter. Such is the authority of a back-bencher. What now? Would you have me seek redress in the court system? Please send lawyers and money.
I am not subservient to the administration. Nor does the city manager operate at my pleasure. He has a contract with a healthy severance, an annual compensation package worth well over two hundred thousand dollars, manages a staff with a nine million dollar payroll, and commands a loyal plurality on council. (Please stay tuned for his merit pay hearing on Monday.)

I sent the same e-mail to Paladino, Flynn and Mackie, on how the city would potentially be violating FAA grant assurances in the hanger rent for upgrades scheme. Paladino ignored me, Flynn despite knowing better and knowingly I knew better still voted for it. Mackie ended up pulling it off the agenda after thanking me for the info. He did the right thing.
That said City administration, universally regardless of the town or city, is going to grab as much power as the electeds let them grab. I've lived in and been involved in numerous city and township governments and that is a universal truth.
BTW, I've spent thousands of my own money, on attorneys, including your city, as a board president, in getting legal opinions contrary to the muni attorney.
However, I can't nor do I wish to comment on the "road diet", or the mechanics here, as it would require a level of local detail I do not have an interest in. I will say as a avid bike rider, this is no gift to cyclists and frankly is dangerous. Many cities in Michigan are also doing this road diet with universal outrage. Check out Park Township.... who fell for this scheme, even already having dedicated bike paths.

David is intelligent in an administrator way, pretty good at his job, but he has to dial back the Napoleon complex and heavy handedness with property taxpayers who don't agree with his course of action. All of David's current issues are of his own making. There is so much that goes on behind the scenes that he has his hands is which is just pure petty. If he cut that crap out, and sidelined his ego in meetings.... I'd bet he would have gotten that raise he wanted.
I've known quite a few city and township managers, even visiting their homes and calling them friends. Almost universally it's a miserable job. If you've only seen the outside shell of the job, it's hard to understand. And yes I've had my shares of run in's with governmental administration, but it's a job I wouldn't do for $500K a year.
